WOLVEY PARISH COUNCIL

Report of the  Meeting of Parish Council held on Monday 16th January 2012
The meeting was held with Councillor Buswell in the chair. Councillors Kuncewicz, Elliott, Slee, Hawkins, Orchard & Knight and seven members of the public were present.

Village CCTV
Cllr Buswell & the Clerk have visited Wolston & Ryton to view their CCTV  and were impressed with the set up and the clarity of the images obtained.  Cllr Buswell provided information regarding the proposal for CCTV in the Square. Funds of approximately £4000 would be needed to order a system for Wolvey.
RESOLVED: Clerk to research possible funding to enable this to progress.

Planning
An update on previous Planning Applications was received and noted:

MILLFIELD, MILL ROW, WOLVEY, LE10 3HS
Appeal to Planning Inspectorate against decision of Rugby BC to refuse to grant planning permission - appeal dismissed

R11/2231 6 HALL LANE, LE10 3LF
Erection of a two storey rear extension, installation of dormer windows and front porch
- pending

R11/1857 KILMORE HOUSE, COVENTRY ROAD, LE10 3LD
Retrospective application for erection of stables with tack room and hay store -
approved

Council considered the following NEW applications

R12/0025        LAND AT GYPSY LANE, WOLVEY, LE10 3HQ
Change of use of land for the siting of two mobile homes, and one day room for a gypsy traveler family, together with the formation of a hard standing area, and parking provisions


RESOLVED: The Council OBJECTS to this application.
This site is within the Green Belt and the Council considers the proposed development would constitute inappropriate development in the Green Belt and harm the openness of the Green Belt.

Diamond Jubilee
Plans are progressing for a community event on the bank holiday weekend to celebrate the Queens Diamond Jubilee. It will take place on Monday 4th June with a procession from the Square to the Playing Fields and a “Party in the Park”.   We have registered to light a beacon at the Playing Fields as part of the national event.

We are hoping this will be a FREE and exciting community event for everyone to enjoy so please keep it in your diary to attend and take part in all the activities planned

Proposed project “Sixty Years of a Village at Play
The funding for this exciting and innovative new project has now been approved!
An artists collective “The Very Idea” will therefore soon be working with village groups of varying ages to produce
an interactive exhibition in the Village Hall on Saturday 2nd June and a play exhibit at the Monday 4th June Jubilee  celebrations

Traffic calming
The Parish Council had been promised that a bid for two vehicle activated signs would be submitted to Warwickshire County Council transport seminar for consideration. Discussions and negotiations about this have been taking place for more than a year, but, the Council was frustrated to learn that this was not submitted to the seminar and, therefore, was not discussed.

IT WAS RESOLVED to submit a formal complaint to WCC. Clerk to request a visit from an officer to begin an application for the Parish Council to purchase some traffic calming (either permanent or mobile vehicle activated signs)

Community Speed Watch
PCSO Bailie gave information about setting up a Community Speed Watch scheme and provided application forms. Once the forms have been completed the Police arrange training. The volunteers take the registration of vehicles that are speeding and the Police send letters to the vehicle owners. The Police will be present at every third session.
RESOLVED: Clerk to issue these to volunteers and initiate a scheme.

Although, a few people have expressed an interest in taking part in this project, its success will depend on having as many volunteers as possible. If you are concerned about the speed of traffic in Wolvey and would be interested in getting involved, then please contact the parish clerk for an application form.

Councillor Surgeries
Wolvey Parish Council now holds a Councillor Surgery on the first Wednesday of every month to enable local residents to raise issues with councillors informally, outside of parish council meetings. If you would like to speak to a parish councillor, please come along on Wednesday 1st February 2012 at 7.30pm in the back room of the Village Hall

Next meeting of the Parish Council is due to be held on Monday 13th February at  7.45pm in Wolvey Village Hall.

Members of the public are invited to attend all meetings of the parish council.  An agenda will be posted on the village notice board and on the parish council website three clear days prior to the meetings
